The mayor and council meet in private to discuss items they legally can discuss behind closed doors. The agenda must list details of the items they plan to discuss, to the extent known. General descriptions like “personnel or “litigation” are not sufficient for the agenda. The specific issues must be listed. The governing body is supposed to convene in open session first before going into closed session, and return to open session after the closed session. No formal action supposed to be taken in closed sessions.
